The role of the Uganda High Commission is to protect the interests of Uganda and Ugandan nationals, within the limits permitted by international law; negotiating with the UK and Irish Governments as directed by the Government of Uganda; ascertaining by lawful means conditions and developments in the UK and Ireland, and reporting thereon to the Government of Uganda; promoting friendly relations between Uganda and the UK and Ireland, and developing economic, cultural and scientific relations between Uganda, on one hand, and UK and Ireland, on the other.

One of the core responsibilities of the Uganda High Commission is to deliver the best possible counsel to Ugandan citizens, who find themselves in an emergency situation in UK or Ireland or are in need of the High Commission’s assistance for other reasons. Ugandan citizens in distress are always welcome to contact the Uganda High Commission.

The staff of the Uganda High Commission consist of following:

H.E. Amb. Joan Rwabyomere is Uganda’s High Commissioner in London. She is appointed by H.E. President Yoweri Kaguta Museveni as Ambassador Extra-Ordinary and Plenipotentiary in London. She can be contacted on Ext. 8102.

Amb. Isaac Sebulime Biruma is the Deputy High Commissioner and handles matters concerning Economic Affairs, Trade and Investment. He can be contacted on Ext. 8111.

Mr. Fred Moses Mukhooli, Second Secretary, is the Accounting Officer and Head of Chancery. He also supervises the update of the Mission website. He can be contacted on Ext. 8105 or by e-mail on mukhooli@ugandahighcommission.co.uk.

Mr. Bernard Nangumya, Second Secretary, is in charge of Consular issues. He also handles matters concerning the African Union and the East African Community. He can be contacted on Ext. 8123.

Mr. Innocent Quinoscars Opio, Second Secretary, is in charge of Consular and Protocol issues. He is also the Education Attaché and handles issues to do with NGOs, Health & Sports. He can be contacted on Ext. 8106 or 8115 and by e-mail on iopio@ugandahighcommission.co.uk.

Ms Judith Asiimwe Nyangoma, Second Secretary, is in charge of Culture & Tourism. She can be contacted on Ext. 8115.

Mr. Sam Muzoora Muhwezi, Second Secretary, is in charge of matters concerning the Commonwealth Secretariat and Commonwealth Foundation. He can be contacted on Ext. 8106.

Ms Evace Kabahukya is the Administrative Attaché and can be contacted on Ext. 8102.

Notice to Ugandans in the UK & Ireland

Ugandan Citizens visiting or residing in the United Kingdom and Ireland are encouraged to register with Uganda’s Mission in London.

Benefits of registration:

1. Registration will make your presence and whereabouts known in case it is necessary to contact you in an emergency.

2. We need to regularly update our citizens with up-to-date information from Uganda.

3. We need to reunite lost and found documents with their owners. Some of these documents have been returned to us by UK authorities after failing to trace the owners. Over 950 passports, 130 birth certificates, 7 marriage certificates and 2 death certificates have been returned to the Mission and await collection by their owners.
